What the authority reported
On affected vehicles during freezing temperatures or below the windshield wipers may become inoperative. In other cases the windshield wipers may operate only at the high-speed setting and an inoperative windshield washer system may prevent washer fluid from being effectively used to clean the windshield. Remedy: Inspect the windshield wiper system and replace the wiper motor if necessary.
